UK Councils Plan to Sell Off Social Clubs and Sports Centres to Manage Finances

Based on a latest survey of municipal councils, UK councils are planning to offload social clubs, athletic facilities, and retail spaces as they rely on a rapid disposal of assets to balance the books.

Increasing Fiscal Pressures Prompt Asset Sales

The Key Cities Group for major urban areas in the UK reported that 60% of local authorities are intending to dispose of properties to meet the rising costs of adult and children’s social care.

Local governments have previously faced criticism for selling public land and land to shore up their budgets, but they contend they must proceed to raise vital cash from asset sales or face insolvency.

This coalition said that a significant number of authorities attempting to generate funds from a fire sale of holdings represented “a distinct shift from 2024, when the largest share (six in ten) of local leaders stated they would focus on restructuring services and using savings to weather increasing fiscal pressures.”

Specific Examples of Proposed Disposals

Medway Council in Kent announced its property management strategy featured the disposal of a shopping centre in a local town and a community venue in Rochester to raise £20m over the next half-decade.

  • A local golf course and business parks held in Worcestershire and Suffolk, which all provide rental income for Medway council, will additionally be sold under the strategy.

Council Tax Increases and Broader Fiscal Strains

The survey of local authorities in the coalition, which includes Sunderland, Southampton, Gloucester and Salford, also found that over seven in ten of authorities will need to increase local levies next spring to address the rising cost of essential services, increased rates of housing insecurity, and a longstanding housing shortage.

Medway council explained it will proceed with asset sales after sharp increases in the cost of youth support, special educational needs and disability (Send) provision, elderly and disability services, and short-term housing.

“We are adopting innovative approaches but certain measures take time to achieve both improved services and cost efficiency,” stated Vince Maple.

He continued: “There are demographic pressures which will continue to increase the strains we have. As a unitary authority, we had a 91% cut in our central funding from over the past decade, which is very challenging.”

National Trends and Projections

Research of county councils recently further found local finances being stretched by the increasing figures of young people and older individuals needing special educational assistance.

The County Councils Network said that council deficits will reach 4.4 billion pounds a year by 2029, as they grapple to cope with rising needs.

Government officials have delayed scheduled changes to the Send system until next year after a white paper outlining those reforms has been postponed.

Deprivation and Financial Gaps

According to the latest indices of deprivation (the Index of Multiple Deprivation) covering English councils, several participating urban areas were included in the most disadvantaged in England.

  • “Participating urban centers like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the most deprived 30 nationally under the latest deprivation indices,” noted the report.

“Although only a single urban area is in the top 10 for deprived neighbourhoods countrywide, urban areas are much more prone to be in the most deprived fifth of the nation. The data underscores the extent of challenges facing local leaders across major urban centers in the next twelve months,” the analysis added.

“Council officials have been explicit about the need for a equitable and lasting financial structure that reflects and addresses the actual extent of deprivation and need,” said Michael Mordey.

“Without this, councils will continue to face impossible choices around which vital provisions to allocate spend to, and which to reduce, to the detriment of their residents.”

A fifth of local authorities have reduced or weakened social care provision in the past 12 months, the survey revealed.
